1. Merujuk kepada isu Global Ikhwan Services and Business Holding Sdn. Bhd. (GISBH) dan bidang kuasa JAKIM untuk mengambil tindakan terhadap Kumpulan berkenaan, selaras dengan peraturan Majlis Kebangsaan Bagi Hal Ehwal Agama Islam Kebangsaan (MKI) di mana JAKIM sebagai sekretariat yang melaksanakan fungsi MKI bagi menyembah nasihat kepada Majlis Raja-raja apa-apa perkara berkenaan perundangan Islam, pengurusan hal ehwal Islam dan pendidikan agama Islam bagi maksud menambah baik, menyelaras dan menggalakkan keseragaman undang-undang atas kepentingan negara.

2. JAKIM juga adalah merupakan agensi persekutuan bagi pengurusan hal ehwal Islam bertanggungjawab dalam penyelarasan dan penyeragaman perundangan serta pandangan hukum bagi sesuatu isu di kalangan masyarakat Islam.

3. Dalam konteks berkaitan GISBH, tindakan telah dimulakan pada bulan Februari 2019 dengan 12 mesyuarat, bengkel, Task Force, program kenegaraan telah dilaksanakan terhadap isu ini yang turut melibatkan agensi keselamatan negara iaitu Majlis Keselamatan Negara (MKN), Polis Diraja Malaysia (PDRM) dan Kementerian Dalam Negeri (KDN). Satu pertemuan tertutup dengan pihak GISBH telah diadakan pada bulan September 2019 melibatkan Pengerusi Jawatankuasa Muzakarah MKI, Jabatan Peguam Negara, Panel Pakar Akidah JAKIM serta Panel Pakar Tasawuf JAKIM. Pertemuan ini telah membincangkan isu berkaitan GISBH melalui sesi dialog dengan cadangan penyelesaian yang bersesuaian.

4. Pada Julai 2022, Mesyuarat Khas bersama Agensi Keselamatan Negara termasuk MKN, PDRM dan KDN telah diadakan bagi tujuan penyelarasan isu berkaitan. Ianya disusuli dengan beberapa perbincangan pada bulan Ogos 2024, Program Kem Kenegaraan Remaja Pembela Ummah (RPU) GISBH kali ke-2 serta dialog dengan pihak GISBH pada 22 September atas dakwaan penyelewengan akidah yang masih diamalkan seterusnya disusuli dengan perbincangan bersama NADI MAIS dan Jabatan Mufti Negeri Selangor.

5. Pada Februari 2023, Mesyuarat Khas Panel Pakar Akidah mengenai isu GISBH diadakan melibatkan NADI, Bahagian Ancaman Ekstrimis Sosial E2, Cawangan Khas PDRM serta pertemuan dengan bekas pengikut GISBH disamping program kenegaraan kepada RPU diteruskan anjuran PDRM dan iLead, KBS pada Oktober 2023. Seterusnya pada Februari 2024, satu pertemuan bersama Ketua Pegawai Eksekutif GISBH diadakan bagi mengkaji lebih mendalam isu isu akidah, syariah dan tasawuf dalam GISBH.

6. Hasil kajian dan dapatan ini akan dibentangkan dalam Muzakarah MKI dan Mesyuarat Jemaah Menteri (MJM) seterusnya memohon perkenan Majlis Raja Raja sebelum difatwakan di bawah bidang kuasa negeri-negeri bagi tujuan penguatkuasaan. JAKIM konsisten mengadakan dialog, program dan kajian mendalam mengenai isu ini dan tidak berkompromi dengan isu-isu yang melibatkan akidah umat Islam.

Muzakarah Khas Majlis Fatwa Negeri Sabah tahun 2024 yang bersidang pada 1 dan 2 Oktober 2024M bersamaan dengan 27-28 Rabiulawal 1446H telah memutuskan bahawa:
1. Ajaran, amalan, pegangan dan fahaman ahli jemaah GISBH dan rangkaian syarikat gabungannya adalah bercanggah dan menyeleweng dari ajaran Islam yang berteraskan pegangan Ahli Sunnah Wal Jama'ah al-Asyairah dan al-Maturidiah
2. Penyelewengan ini meliputi aspek akidah, syariah, akhlak, kekeluargaan, kemanusiaan, muamalah ekonomi dan membawa kepada perpecahan umat serta boleh mengancam keselamatan negara
3. Penyelewengan dari Sudut Akidah, antaranya
Meyakini Abuya (Adhaari Mohammad) ghaib dan akan muncul bersama imam Mahdi (Syeikh Suhaimi) sebagai pembantu Imam Mahdi di akhir zaman.
Meyakini amalan bertabarruk yang bercanggah dengan syarak seperti bertabarruk dengan apa-apa yang digunakan oleh pemimpin GISBH antaranya makan dan minum air basuhan tangan, rendaman gigi, janggut dan lain-lain.
4. Penyelewengan dari sudut Syariah, antaranya:
Mendakwa solat Jumat tidak wajib kernaa belum tertegak kerajaan Imam Hadi
Menunaikan solat Jamak Qasar secara berterusan dengan alasan dalam perjuangan fisabilillah
5. Penyelewengan dari Sudut Muamalah Ekonomi, antaranya:
Penyalahgunaan rumah amal untuk mendapatkan sumbangan daripada kerajaan dan orang ramai.
Eksploitasi ahli(pekerja) seperti kerja tanpa gaji dan pembayaran wang tugasan harian.
dan penyelewengan-penyelewengan yang bercanggah dengan ajaran Islam.
Sehubungan dengan itu, mana-mana ahli jemaah GISBH dan orang Islam yang mengamalkan fahaman dan ajaran GISBH wajib bertaubat serta meninggalkan fahaman dan ajaran tersebut dengan segera.

MANJUNG: Anak sulung kepada bekas pemimpin Al-Arqam, Ashaari Muhammad, Ummu Atiyah, dibawa ke perkampungan Global Ikhwan Services and Business Holdings Sdn Bhd (GISB) di Kampung Batu Hampar Dalam, Beruas, di sini, hari ini untuk membantu siasatan polis.

Kenderaan utiliti sukan (SUV) Proton X70 yang membawa Ummu Atiyah, 41, tiba kira-kira jam 2.38 petang, diiringi lima kenderaan polis yang diketuai Pegawai Penyiasat Kanan, Bahagian Siasatan Jenayah IPD Taiping, Asisten Superintendan, N Suder.
Terdahulu, media difahamkan wanita itu bersama tiga rakannya tiba di Balai Polis Padang Gajah, Trong yang terletak 13 kilometer dari perkampungan, kira-kira jam 11 pagi, untuk diambil keterangan.
Sebaik tiba di perkampungan GISBH, dia yang memakai kebarung kelabu terus dibawa memasuki kawasan perkampungan untuk menunjukkan rumah dan beberapa lokasi lain.
Wartawan bagaimanapun tidak dibenarkan memasuki kawasan perkampungan itu yang dipasang pita kuning oleh pihak polis.
Media turut difahamkan, Ummu Atiyah menunjukkan tempat kejadian seperti yang dinyatakan Ketua Polis Negara, Tan Sri Razarudin Husain, termasuk rumah satu tingkat, tempat dia dikatakan dikurung selama sebulan.
Selesai menunjukkan lokasi-lokasi itu, mereka kemudiannya meninggalkan perkampungan berkenaan kira-kira jam 3.07 petang
Sebelum itu, Ummu Atiyah sempat mengucapkan terima kasih kepada pemberita dan memberitahu dia hendak balik ke Kuala Lumpur.
Pada Sabtu, Razarudin berkata, Ashaari Muhammad iaitu Ummu Atiyah, akan ke sebuah perkampungan GISB yang terletak di Batu Hampar, Perak pada Ahad.
Jelas beliau, kehadiran mangsa ke lokasi kejadian adalah bagi membantu siasatan.

KOTA KINABALU - Majlis Fatwa Negeri Sabah memutuskan ajaran, amalan, pegangan dan fahaman ahli jemaah GISB Holdings Sdn Bhd (GISBH) dan syarikat gabungannya bercanggah dan menyeleweng daripada ajaran Islam berteraskan Ahli Sunnah Wal Jama'ah.

Pejabat Mufti Negeri Sabah dalam kenyataan hari ini memaklumkan keputusan itu dibuat pada Muzakarah Khas Majlis Fatwa Negeri Sabah 2024 yang bersidang pada 1 dan 2 Oktober lepas.

"Penyelewengan ini meliputi aspek akidah, syariah, akhlak, kekeluargaan, kemanusiaan, muamalah ekonomi dan membawa kepada perpecahan umat serta boleh mengancam keselamatan negara,” menurut kenyataan itu.

Menurut kenyataan itu, GISBH menyeleweng daripada sudut akidah antaranya dengan meyakini Ashaari Mohammad atau Abuya ghaib dan akan muncul sebagai pembantu Imam Mahdi di akhir zaman serta menyakini amalan bertabarruk atau mengambil berkat yang bercanggah dengan syarak.

"Seperti bertabarruk dengan apa-apa yang digunakan oleh pemimpin GISBH antaranya makan dan minum air basuhan tangan, rendaman gigi, janggut dan lain-lain,” katanya.

Penyelewengan daripada sudut syariah menurut Pejabat Mufti Negeri Sabah termasuk mendakwa solat Jumaat tidak wajib kerana belum tertegak kerajaan Imam Mahdi dan menunaikan solat jamak qasar secara berterusan dengan alasan dalam perjuangan fisabilillah.

Sementara penyelewengan dari sudut muamalah ekonomi antaranya penyalahgunaan rumah amal untuk mendapatkan sumbangan daripada kerajaan serta orang ramai dan eksploitasi ahli pekerja seperti kerja tanpa gaji serta pembayaran wang tugasan harian.

Global Ikhwan dan Bisnis Keyakinan: Eksploitasi Nilai Islam untuk meraih keuntungan

AT the intersection of religion and commerce, the Global Ikhwan group in Malaysia stands as a controversial example of how Islamic values can be manipulated for financial gain. Emerging from the remnants of the Al-Arqam movement that was banned in 1994, Global Ikhwan presents itself as a socially responsible enterprise grounded in Islamic principles. However, behind this facade lies a troubling reality: the exploitation of religious identity for commercial gain, with particular emphasis on coercive practices such as forced polygamy among young girls, neglecting the rights of children and laborers.


1. The Mask of Religion in Business

Since 2012, Global Ikhwan has strategically positioned itself as a champion of Muslim businesses, operating across multiple sectors, including education, healthcare, food services, and agriculture. The group emphasizes Islamic teachings of self-reliance, community solidarity, and spiritual purity to attract both Muslim consumers and followers. However, this use of Islamic values is often superficial, serving primarily as a marketing tool to build trust and legitimacy within the Muslim community rather than genuinely upholding these values.


Former members and critics have revealed how the group’s true focus is not on social welfare or community building, but rather on profit maximization and the consolidation of power among its leaders, all cloaked under the guise of religious piety. By cloaking their business operations in Islamic rhetoric, the group successfully deceives the public, making it difficult for consumers, followers, and regulators to see through the religious image they project.


2. Forced Polygamy: Exploiting Religious Identity

One of the most egregious practices linked to Global Ikhwan is the coercion of young girls into polygamous marriages, which they claim as a religious duty. Personal testimonies shared on platforms like YouTube shed light on the group’s internal dynamics. In a video titled “Life Inside Global Ikhwan,” a former follower recounts how girls as young as 16 were pressured into marrying much older men, with little regard for their consent or welfare.


This practice, justified by the group using religious doctrines, is a clear example of how Global Ikhwan exploits Islam for control and profit. By manipulating religious teachings, the group maintains strict control over its members, particularly young women, who are coerced into following its version of Islamic piety. This not only erodes their autonomy but also subjects them to economic and emotional dependency, as their livelihoods become tied to the success of the group’s business ventures.


3. Manipulation of Islamic Values for Commercial Success

Global Ikhwan’s business model capitalizes on the trust many Muslims place in enterprises that appear to uphold Islamic principles. By marketing their products and services as ‘Islamic’ the group leverages religious identity to secure customer loyalty, attract investors, and gain social legitimacy. This is a clear case of ‘religious branding’ where Islamic symbols and values are used primarily for profit rather than for advancing genuine social or spiritual goals.


For example, Global Ikhwan projects the image of a successful Muslim business that appeals to Muslim consumers seeking to align their purchases with their faith. However, former members and social media revelations suggest that behind this religious branding, the group’s primary motive is the financial gain of its leaders, not the betterment of the Muslim community. This misuse of Islamic values creates a false image of piety while, in reality, the organization is more focused on expanding its commercial influence and financial resources.


4. Exploiting the Vulnerability of Followers

One of the most damaging aspects of Global Ikhwan’s business model is the exploitation of its followers, many of whom find themselves trapped in a vicious cycle of dependency. Through religious rhetoric, the group convinces members to work for little pay or even volunteer in its businesses, framing their contributions as acts of faith. These members are often led to believe that by participating and donating their money, they are fulfilling religious obligations and contributing to the community’s spiritual welfare.


However, for many members, leaving the group or challenging its practices is nearly impossible. They are financially, emotionally, and spiritually dependent on the organization, which uses its religious authority to maintain control over their lives. The coercion is particularly evident in the practice of forced polygamy, where young girls are trapped in marriages that benefit the group’s male leaders. With limited autonomy and no clear way out, members of Global Ikhwan remain stuck in a cycle of exploitation, unable to escape the group’s grip without facing significant personal, social, and spiritual repercussions. This vicious cycle reinforces the group’s power and ensures the continued exploitation of its followers for labor and financial gain.


5. Public Perception and Government Response

The public image of Global Ikhwan as a faith-driven social enterprise has shielded it from significant scrutiny. Many of its business ventures, such as providing accommodation for so-called orphans (who are not actually orphaned), are perceived as legitimate. Its religious branding appeals to Muslim consumers who may be unaware of the group’s underlying motives. However, revelations from former members and social media platforms like YouTube have begun to expose the truth about Global Ikhwan’s exploitation of Islamic values for financial gain.


The Malaysian government has long been wary of the group, particularly because of its ties to the banned Al-Arqam movement. While the government has taken steps to monitor Global Ikhwan’s activities, the group’s ability to blend religious obligations with business operations makes it difficult to fully regulate. The use of Islamic identity as a shield for its business practices allows the group toevade much of the scrutiny typically directed at religious or cult-like organizations.


6. The Broader Impact on Islamic Business Ethics

Global Ikhwan’s exploitation of Islamic values for profit has broader implications for the Muslim community and the integrity of Islamic business ethics. By using faith as a tool for financial gain, the group undermines the trust that Muslim consumers place in businesses that claim to follow Islamic principles. This not only harms the credibility of genuine Islamic businesses but also erodes public trust in social enterprises that are meant to uphold the values of transparency, fairness, and community welfare.


Conclusion

To protect the integrity of Islamic business ethics and social enterprises, greater transparency and stronger regulatory oversight are urgently needed. It is essential to ensure that those who claim to operate based on Islamic values are held accountable for their actions, especially when vulnerable individuals are exploited in the name of Islam. Global Ikhwan’s exploitation of Islamic values through its business operations serves as a stark reminder of how religious identity can be manipulated for profit. By presenting itself as a faith-driven enterprise, the group has built a facade of piety that hides

its true motives of control and financial gain.


It is important to acknowledge the efforts of the Malaysian authorities, particularly the police, in taking decisive action against Global Ikhwan and its questionable practices. Despite the group’s attempts to mask its true intentions under the guise of religious and social enterprises, the police and government agencies have remained vigilant, monitoring their activities closely. Their work, alongside the contributions of former members and whistle-blowers who have bravely come forward, has helped expose the exploitation and abuse within the organization.


By acting swiftly to dismantle harmful practices such as forced polygamy and labour exploitation, law enforcement has played a vital role in protecting vulnerable individuals and upholding justice. Their ongoing commitment to ensuring that those who manipulate religion for profit are held accountable is commendable and critical in safeguarding the integrity of the community.
